The wind power consumption capacity continued to decline, and the problem of wind abandonment became more obvious. By 2015, the wind abandonment rate reached 14.60%, and the contradiction of wind power consumption was prominent.

State Grid Liaoning Electric Power began to embark on their road of scientific and technological innovation... In 2011, Liaoning Electric Power took the lead in undertaking the 863 Program "Research and Development of Key Technologies for Improving Intermittent Power Supply Access Capacity of Energy Storage System", studied and proposed a wide area coordinated control method for energy storage power plants, and built the largest Vanadium Liquid Flow Energy Storage Power Station in the world at that time. The completion and operation of the energy storage power station has improved the utilization efficiency of intermittent clean energy, and realized the functions of peak shaving and valley filling, tracking the wind power generation plan, etc. At the same time, Liaoning Power Grid Provincial Dispatch has developed a multi-source coordinated control system for wind, fire and water storage for the first time, realizing the online dispatching and operation of wind power energy storage system. On the premise of ensuring the security of the grid, the grid can accept the wind power output to the maximum capacity. All these have created positive conditions for Liaoning to absorb clean energy in a high proportion. In view of the large installed capacity of wind power in the power grid, the difficulty in clean energy consumption caused by the decline of peak shaving capacity during winter heating, and the phenomenon of "abandoning wind" and "abandoning nuclear power", Liaoning Electric Power strengthened collaborative innovation from the technical direction of grid battery energy storage, electric heat storage, and deep peak shaving of generator units, and carried out a series of scientific research and technological breakthroughs.
