Intensive policy introduction
According to the "Notice", 17 provinces, cities and regions including Beijing-Tianjin-Hebei, Shanxi, Shanghai, Jiangsu and my country Tower Co., Ltd. were identified as pilot areas and companies for the recycling of power lithium batteries, and the corresponding pilot areas were determined. It will help to establish a relatively centralized and cross-regional recycling system. At the same time, the "Notice" requires pilot areas to moderately control the scale of dismantling and cascade utilization companies, and strictly control the number of recycling companies. The policy level clearly coordinates the industrial layout and scale, which will help the industry to develop in the direction of large-scale and centralization, and is beneficial to the industry leader.
The "Notice" is based on the requirements of the "Interim Measures for the Administration of Recycling and Utilization of Power Batteries for New Energy Vehicles" issued by the above-mentioned seven departments in February this year.
On July 3, the Ministry of Industry and Information Technology announced the "Interim Regulations on the Traceability Management of Recycling and Utilization of Power Batteries for New Energy Vehicles", and proposed to establish a comprehensive management of national monitoring of new energy vehicles and traceability of power battery recycling and utilization in accordance with the "Interim Measures for the Management of Recycling and Utilization of Power Batteries for New Energy Vehicles". The platform collects information on the whole process of power battery production, sales, use, scrapping, recycling, and utilization, and monitors the performance of the main body in each link to perform recycling responsibilities, which will be implemented from August 1.
Shenwan Hongyuan Securities Industry Research Report believes that the announcement of the traceability management method is another major advancement in the construction of the power lithium battery recycling management system, and the traceability management is a necessary condition for the power lithium battery industry to achieve orderly utilization and recycling in the future.
The latest industry policy shows that on July 27, the Ministry of Industry and Information Technology solicited opinions on the list of companies (the first batch) on the "Industry Standard Conditions for Comprehensive Utilization of Waste Power Batteries for New Energy Vehicles". The companies on the list include Quzhou Huayou Cobalt New Materials Co., Ltd., Ganzhou Highpower Technology Co., Ltd., Jingmen Greenmei New Materials Co., Ltd., Hunan Bangpu Recycling Technology Co., Ltd., and Guangzhou Guanghua Technology Co., Ltd.
The intensive introduction of the above policies means that the power lithium battery recycling system will be further improved, and the power lithium battery recycling and utilization will gradually enter the standardization stage.
The market space exceeds 10 billion
The production and sales of new energy vehicles have maintained rapid growth since 2014, and power lithium batteries have also entered a stage of rapid growth. At present, most power lithium battery factories sell to OEMs with an 8-year warranty, and there is still a 5-year warranty before 2016. However, considering that the early battery production is still immature, assuming the actual service life of 4 years, the amount of power lithium battery scrap from 2018 will be Double up.
The power lithium battery has entered a large-scale scrap period, which will give birth to the development opportunity of the used battery recycling market. It is estimated that the scrap volumes from 2018 to 2020 are 39,500 tons, 152,700 tons and 277,300 tons respectively, totaling nearly 500,000 tons.
